CHAPTER 468.
(House Bill 804)

AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County", sub-title "Hagerstown", to be under
Sub-heading "Merit System", said new section to be known
as Section 383A and to follow immediately after Section
383 of said Article, authorizing the Mayor and Council of
Hagerstown to establish a merit or civil service system,
and provide for its administration.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
22 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Washington County", sub-title "Hagerstown", to
be under sub-heading "Merit System", said new section to be
known as Section 383A, to follow immediately after Section
383 of said Article, and to read as follows:

383A. The Mayor and Council of Hagerstown shall have
full power and authority to provide by ordinance for the es-
tablishment of a merit or civil service system for appoint-
ments to and promotions in the municipal, service on the
grounds of fitness, competency and merit to be ascertained
so far as practicable by competitive examination, and of im-
posing reasonable restrictions on the power of suspension and
removal from such service; to provide for the administration
of any such merit or civil service system, to provide for the
classification and from time to time the reclassification of
the various offices and employments to which such system
shall or shall not be applicable, or confer authority so to do
upon the agency charged with the administration of such
system.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
