that if any such bonds shall be sold the provisions of Article
31, Section 35, of the Annotated Code of Maryland (1939
Edition) shall be complied with.

SEC. 2. And be it further enacted, That the proceeds of
such notes and/or the proceeds from the sale of such bonds
shall be placed in a special fund by the County Treasurer
and shall be paid out by him only on warrants from the
County Commissioners of Talbot County for such expendi-
tures as it shall deem to be proper, in the sole discretion of
said Board, for the additions and alterations to existing
school buildings, to purchase land and erect thereon new
school buildings, to purchase new equipment for existing and
newly constructed schools and to pay architects and other
professional fees in connection with such construction.

SEC. 3. And be it further enacted. That for the purpose of
paying the interest on said notes and/or bonds and for re-
deeming said notes and/or bonds as they mature, The County
Commissioners of Talbot County shall annually levy such
tax upon the assessable property of said County as may be
necessary to pay the annual interest on said notes and/or
bonds and to redeem said notes and/or bonds as they become
due until all of said notes and/or bonds shall mature and
be redeemed. The taxes so levied shall be collected in the
same manner as other taxes are levied and collected in, said
County.

SEC. 4. And be it further enacted, That The County Com-
missioners of Talbot County may appoint a Committee to be
known as the "School Advisory Committee", and which shall
consist of five representative citizens of Talbot County as
the Commissioners shall determine, to serve for such term
or terms as the Commissioners may determine subject to
removal by the said Commissioners at pleasure. The Com-
mittee shall have full power and authority to investigate and
report upon the condition of the existing educational system
and facilities in Talbot County, and to advise and make
recommendations to the County Commissioners of Tal-
bot County of suggested changes therein, including speci-
fically but not by way of limitation the purchase of building
sites and the new construction of school buildings; and shall
advise and recommend to the said The County Commisioners
of Talbot County a plan for financing any expenditures sug-
gested.

SEC. 5. And be it further enacted, That this Act shall take
effect June 1. 1947.
