diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 432.
(House Bill 670)

AN ACT to add a new section to Article 23 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Wicom-
ico County," sub-title "Salisbury," to be known as Section
272A and to follow immediately after Section 272 of said
Article, providing that any appropriation and levy by the
Mayor and Council of Salisbury shall be by ordinance, and
requiring the publication of an annual budget and income
statement.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
23 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Wicomico County," sub-title "Salisbury," to be
known as Section 272A, to follow immediately after Section
272 of said Article, and to read as follows:

272A. At the time of making their annual levy, the Mayor
and Council of Salisbury shall submit a budget showing an-
ticipated income and expenditures for the following fiscal
year. They shall cause such budget to be published annually
in one or more local newspapers of general circulation. At
the close of each fiscal year, the Mayor and Council of Salis-
bury shall prepare a financial statement of said town, show-
ing a complete itemized account of expenditures, receipts, cash
on hand, accounts receivable and assets and liabilities. Such
financial statement shall be published in the same manner as
is herein specified for the budget, and shall be separate and
distinct from the account of receipts and expenditures in
connection with the water and sewage system required by
Section 322 of this Article as amended by Chapter 428 of the
Acts of 1937. Any proposed appropriation and levy hereafter
made by the Mayor and Council of Salisbury shall be by
ordinance and shall meet all the requirements of ordinances
as required by Section 272 of this Article.
