Rainier as now constituted or as hereafter enlarged, in addi-
tion to the taxes now levied, which tax in no event shall be
less than the amount required, after credit of any rental de-
rived from the building, for the purposes enumerated. This
tax shall be shown in a separate space on the tax bill and
shall be designated "City Hall Building Tax". The tax re-
ceived from this levy shall be kept in a separate account and
used for no other purpose.
SEC. 5. And be it further enacted, That the provisions of
this Act shall not become effective until the same shall be sub-
mitted to and approved by the qualified voters of the City of
Mount Rainier, Maryland, as hereinafter provided.
The date of said election shall be fixed by the Mayor and
City Council of Mount Rainier, Maryland, and notice thereof
shall be given by advertisement in some newspaper published
in Prince George's County, once a week for two successive
weeks prior to said election, and also by posting notices of
such election in at least two places within the limits of each
ward in said city.
The ballots shall be prepared as ballots are prepared for a
general city election and shall have printed thereon the words:
"For City Hall Building Loan", with a blank square opposite
at the right of said words and immediately thereunder shall
be the following words: "Against City Hall Building Loan",
with a blank square opposite at the right of said words.
And in the event that said election shall be held at the same
time that the regular city election is held, said words and
blank square shall be printed on the regular ballot for said
election, and the officials in charge of said regular election
shall act as officials of this election and said vote shall be can-
vassed at the same time and in the same manner as are votes
for the regular election.
And in the event that said election shall be held at some
time other than a regular election the poll books showing the
registered voters of said city last registered shall be used.
In the event that at such election the majority of votes cast
for and against the City Hall Building Loan shall be in favor
of the City Hall Building Loan, then this Act shall be in full
force and effect, but in the event that the majority of votes so
cast shall be against the City Hall Building Loan, then the
Mayor and City Council may submit the same questions in
the same manner and under this Act to the qualified voters of
said city at one or both of the two succeeding general elections,
in said city.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
