shall be in coupon form, shall be in denominations of One
Thousand Dollars ($ 1,000.00) or any multiple thereof and
may be made registerable as to principal. Such bonds shall
be issued upon a forty-year serial maturity plan and a
portion thereof shall be retired annually. Such bonds shall
be exempt from all State, county and municipal taxation
and shall have printed on them a distinct reference to the
Act authorizing their issuance.

SEC. 3. And be it further enacted, That the entire proceeds,
of such bonds, after payment of costs of engraving and all
other incidental costs and expenses connected with the issu-
ance of such bonds, shall be used, and the Commissioners of
St. Michaels are hereby so authorized and empowered, to
acquire, erect, construct, operate and maintain a sanitary
sewerage system within the corporate limits of said corpora-
tion and the Commissioners of St. Michaels are hereby auth-
orized and empowered to acquire by gift, purchase, lease or
condemnation all lands, either in fee or as an easement, im-
provements, water courses and water rights necessary there-
for. Whenever resort shall be had to acquisition by condem-
nation, the proceedings shall be in accordance with the pro-
visions of Article 33A of the Annotated Code of Maryland
and all amendments thereto.

SEC. 4. And be it further enacted, That the Commissioners
of St. Michaels are hereby authorized and empowered upon
the completion of said sewerage system or any workable por-
tion thereof to require by ordinance or resolution all owners
of property along the line of said system to connect there-
with, at the cost of said owners, not later than three (3)
years after a date set by ordinance or resolution, their re-
spective house or buildings, drains, sinks, wells, cesspools and
receptacles of sewage. Upon the failure of any landowner to
so connect within three (3) years after he shall have been
so ordered, the Commissioners of St. Michaels are hereby
authorized and empowered to make such connections, the cost
of which shall become a lien upon the property so connected
and shall be collected in the same manner as delinquent taxes.

SEC. 5. And be it further enacted, That the Commissioners
of St. Michaels shall have full power and authority to fix
from time to time schedules of rates and charges for the use
of said sewerage system by the owners and occupants of
private residences and other buildings and to collect such
rates and charges, which when delinquent shall become a lien
upon the property so served, in the same manner as taxes
are now collected. The proceeds derived from the provisions
