from, and prohibit all business within the corporate limits
thereof, as shall in its opinion affect the sanitary condition
thereof, and to prohibit the occupancy of any building, or por-
tion thereof, for dwelling purposes after examination and cer-
tification by the duly appointed City Health Officer, Fire Mar-
shal or Building Inspector, and determination by the Mayor
and City Council that said building is not safe or fit for human
habitation, and if the Mayor and City Council Shall deter-
mine that any building is a menace to health or is a fire
menace they may order it removed or repaired so as to re-
move the hazard.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 405.
(House Bill 592)

AN ACT to repeal and to re-enact with amendment thereto,
Section 1039 of the Public Local Laws of Prince George's
County (Flack's Edition, 1943), sub-title "Mount Rainier",
providing certain limitations on the expenditures of the
Mayor and City Council of Mount Rainier, Maryland, per-
mitting the borrowing of amounts, not at any time to
exceed $15,000.00, on short term notes or certificates of
indebtedness for periods not exceeding three years to meet
emergency conditions, and providing for the repayment
thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1039 of the Public Local Laws of Prince
George's County (Flack's Edition, 1943), is hereby repealed
and re-enacted, with amendment, to read as follows:

1039. The Mayor and City Council shall not in any one
year expend for general purposes of the City, more money
than the amount receivable from taxes and the amounts they
shall have received from the road authorities of Prince
George's County, or from any other source, and no contract
for such excessive expenditure shall be enforcible against
them. Nothing in this section shall be construed to prevent
the Mayor and City Council from making any agreements
or contracts for any special purposes to be payable out of the
