funds to be thereafter derived from special sources for such
special purposes. Nor shall anything herein be construed
to prevent the Mayor and City Council from borrowing on
short term notes or certificates of indebtedness, for a period
not to exceed three years, such amount, which shall at no
time exceed $15,000.00, as may be required to care for a tem-
porary need, resulting from delayed payment of taxes or
unforseen expenses of an emergency nature. Any amount
borrowed under the provisions of this section shall bear a
rate of interest not to exceed 6 per centum, and shall be re-
paid within the three year period from the proceeds of the
regular annual tax levy, which rate of levy shall be adjusted
to provide the required funds.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 406.
(House Bill 593)
AN ACT to authorize the Board of Education of Prince
George's County and the Board of County Commissioners
of Prince George's County to issue serial bonds of said
County to the amount of not more than Four Million
Dollars ($4,000,000.00) for the purpose of building new
schoolhouses or for the construction of an addition or
additions to existing schoolhouses in said County, for the
purchase of sites where necessary, and for equipping such
new or improved schoolhouses, or for the matching of Fed-
eral funds for the above mentioned purposes, said bonds
to be issued from time to time in the joint discretion of
said Boards; and to authorize the Board of County Com-
missioners of Prince George's County to levy such tax
on the taxable basis of said County as may be necessary
to pay the interest on such of said bonds as may be out-
standing from time to time, and to redeem said bonds as
they become due and payable.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That whenever the Board of Education of Prince
George's County shall think it advisable to build and equip
new schoolhouses, or construct an addition or additions
to existing schoolhouse or schoolhouses at a location or loca-
