year in which the same shall be collected; said road and
bridge tax shall be refunded and paid for the fiscal year
1947, and for each fiscal year thereafter, and any special tax
or appropriation now or hereafter made, distributed or ap-
portioned by the State Roads Commission or any other
agency, and authorized to be expended for road purposes
within incorporated towns or cities, shall be computed and
paid over to the Mayor and City Council of Mount Rainier
upon the basis of the limits of the City of Mount Rainier as
enlarged by this Act. The money so received by the said The
Mayor and City Council of Mount Rainier shall be used for
the repair and improvement of the streets, avenues, roads,
alleys and sidewalks within its corporate limits as enlarged
by this Act.

SEC. 4. And be it further enacted, That the new territory
hereby annexed to the said City of Mount Rainier by this Act
shall constitute and be known as the Fifth Ward of the City
of Mount Rainier and shall be included in a Third Voting Pre-
cinct which is hereby established. The Fifth Ward hereby creat-
ed shall be represented in the government of the City by a
Councilman to be elected at a Special Election to be hied in
this Ward on October 7 1947, who upon taking the oath of of-
fice as now prescribed for councilmen of the City of Mount
Rainier, shall become a member of the Mayor and City Council
of Mount Rainier as of October 9, 1947, to serve until the first
regular meeting of the Mayor and City Council of Mount
Rainier in May, 1949; that at the regular election for City offi-
cials to be held on the first Monday in May, 1949, a Councilman
shall be elected to replace the Councilman to be elected
under this Act for the Fifth Ward, and biennially thereafter,
a Councilman shall be elected for the Fifth Ward for a period
of two (2) years to succeed the Councilman whose term of
office is expiring; all Councilmen to be elected under this
Act shall possess the same qualifications as are now required
for Councilmen for the City of Mount Rainier, and any vacan-
cies which may occur in the office of Councilman from said
new ward shall be filled as now provided by law.

The Mayor and City Council of Mount Rainier shall, prior
to the municipal election to be held in May, 1949, appoint
registration officers and provide for the registration of
voters in said annexed territory in accordance with the law
providing for the registration of voters in the City of Mount
Rainier. The election for councilman provided for and cre-
ated by this Act, and all subsequent elections, and all neces-
sary arrangements therefor, including the appointment of elec-
tion judges and clerks of election for said annexed territory,
shall be provided for in the same manner and in accordance
