County or any public official or any property owner whose
property is affected by the violation.

SEC. 2. And be it further enacted That all rules and regu-
lations adopted under the provisions of Chapter 531 of 1943,
be and they are hereby validated and shall be deemed to have
been adopted under the provisions of this Act and shall con-
tinue in force until amended or superseded under the author-
ity of this Act.

SEC. 3. And be it further enacted, That all Acts and parts
of Acts inconsistent with the provisions of this Act are hereby
repealed to the extent of such inconsistency; provided, that
nothing herein contained shall be construed to repeal Chapter
13 of the Acts of the General Assembly of Maryland of 1944,
approved March 16, 1944, authorizing the creation of joint
zoning boards, or to affect the jurisdiction and powers con-
ferred upon the Baltimore City-Anne Arundel County Airport
Zoning Board, the Airport Zoning Commission and the Board
of Airport Zoning Appeals as created and authorized by Ordi-
nance No. 150 of the Mayor and City Council of Baltimore,
approved December 15, 1944, and by Resolution of the County
Commissioners of Anne Arundel County dated January 30,
1945.

SEC. 4. And be it further enacted, That in the event that
any part of this Act shall be found to be invalid by any court
of competent jurisdiction, the remaining parts of the Act
shall continue in full force and effect.

SEC. 5. And be it further ordained, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.
