issuance of a building permit. No such permit shall be issued
until the proposed construction for which the permit is
applied shall have been first approved by the Zoning Com-
missioner, or, in the event of disapproval by the said Zoning
Commissioner, upon a directive for such issuance by the Board
of Zoning Appeals or the Circuit Court of Anne Arundel
County. The Zoning Commissioner may require that applica-
tions for the above building permits be accompanied by such
drawings and information as he may deem necessary to show
the class, size and exact location of the proposed building or
structure for which the permit is applied. In approving or
disapproving applications for the above building permits, the
Zoning Commissioner shall base his decision upon a strict
interpretation of the Zoning Law or Laws and of the zoning
maps and shall report in writing the basis of his decision, nor
shall the said Zoning Commissioner by his decisions trespass
within the authority of the Board of Zoning Appeals or of
the courts alone to modify, as hereinbefore prescribed, the
provisions of the Zoning Law or Laws promulgated under
this Act. The Zoning Commissioner may issue permits in
order to certify the class of occupancy of buildings, struc-
tures, or land, excepting residential and agricultural classes
of occupancy. The Zoning Commissioner shall prepare and
maintain maps of Anne Arundel County showing the current
classification, boundaries and areas of all zones and shall
prepare and maintain a Zoning Book containing all zoning
regulations, together with amendments thereto, as promul-
gated by the County Commissioners of Anne Arundel County
under this Act. Any copy of the said Zoning Book and maps
when certified as accurate shall be deemed prima facie evi-
dence. The said zoning maps and book shall be maintained
at some location that will permit of their inspection by any
private individual and copies of the zoning book shall be made
available for distribution.

The construction of buildings or structures or the use of
buildings, structures or land or the wilful issuance of permits
in violation of any of the provisions of this Act or the pro-
visions of any regulation adopted under this Act shall he
deemed misdemeanors and shall be punishable by a fine not
to exceed One Hundred Dollars ($100.00) or thirty (30) days
in jail or both. Where such violations are of a continuing
nature, each day that the violation continues shall be deemed
a separate misdemeanor. In order to prevent the unlawful
construction of buildings or structures or the unlawful use of
buildings, structures or land, action may be maintained in
the Circuit Court of Anne Arundel County for a restraining
order, temporary or permanent injunction or other appro-
priate measure by the County Commissioners of Anne Arundel
