Recommendations for the amendment of the said zoning
areas, boundaries and regulations may be proposed and sub-
mitted to said County Commissioners by the Zoning Commis-
sioner or such recommendations may be prepared by any
private individual or group and submitted in the form of a
petition to the said County Commissioners, who will then
refer such petition to the Zoning Commissioner allowing that
official thirty days in which to recommend on and to return to
the said County Commissioners for appropriate action the
petition in question. Moreover, as authorized above in Section
520 of this Act, where the said amendment is petitioned by any
private individual or group, the expense of advertising the
below specified public hearing on the said amendment shall
be borne by the petitioner or petitioners.
Upon receipt of the above-named recommendation for the
establishment or the amendment of zoning areas, boundaires
and regulations, including recommendations of the Zoning
Commissioner on zoning amendments petitioned by private
individuals or groups, the County Commissioners of Anne
Arundel County shall cause to be advertised in at least one
paper of general circulation throughout the said County a
notice of public hearing, which notice shall appear in the said
paper at least thirty days prior to the date set for the said
hearing and shall set forth the time and the place of the said
hearing together with the times and places at which may be
examined the maps showing the recommended zoning areas
and boundaries and the text of the recommended regulations
therein. In the case of recommended amendments to zoning
areas, boundaries or regulations, additional notice prior to
the hearing thereon may be given individually to owners of
property contiguous to that property which is the subject of
the said recommended amendment. At least thirty days fol-
lowing the first appearance of the above notice, the County
Commissioners of Anne Arundel County shall hold a public
hearing or hearings on the recommendations submitted to
them and shall, at the conclusion thereof, take appropriate
action on the said recommendation.
The County Commissioners of Anne Arundel County are
alone empowered to promulgate or to amend zoning areas,
zoning boundaries or zoning regulations.
522. As above provided, the County Commissioners of Anne
Arundel County are authorized and empowered to impose
upon the Zoning Commissioner the general duty of administer-
ing the Zoning Law or Laws promulgated by them under this
Act. For the purposes of such administration no building or
structure may be repaired, altered or constructed in Anne
Arundel County except as specifically authorized through the
