as policemen of the Town of Bladensburg whose duties it
shall be to preserve the peace and good order of the town, to
arrest without warrant and to take before a Justice of the
Peace any person found violating any ordinance or regula-
tion of the Town of Bladensburg, the County of Prince
George's, or the State of Maryland, or upon warrant issued
on complaint of others to arrest any person charged with
violation of any ordinance or regulation of the Town of Bla-
densburg, or of the County of Prince George's, or of the Law
of the State of Maryland, and to take them before a Justice
of the Peace to be dealt with according to law, and whenever
necessary to incarcerate an offender in such place as may be
provided by law, until a speedy trial can be had; and for these
purposes said policemen so appointed by the Mayor and Town
Council are hereby vested with the same powers and authority
as are now possessed by constables under the law of the State
within the corporate limits of the Town of Bladensburg and
shall also have power and authority to retain custody of
any person arrested until lodged in any place of confinement
though if may be beyond the boundaries of the Town of
Bladensburg. The Mayor and Town Council may designate
one of said Town policemen as Chief of Police and shall
prescribe his duties. Said Chief of Police and Town police-
men shall be appointed for such time and perform such duties
as the Mayor and Town Council shall prescribe.
48. All obligations now due and owing to the Town of
Bladensburg during its existence under all previous charters
shall continue in full force and effect as obligations owing
to the corporation hereby created and are hereby transferred
for that purpose.
49. (Election Financial Report.) It shall be the duty of
the Mayor and Town Council, at least ten days before each
regular election to prepare in pamphlet form, a detailed state-
ment of the financial condition of the town, including re-
ceipts and expenses of all kinds whatsoever, for the preced-
ing year ending on a date determined by the Town Council
and to publish the same, at least ten days before such
election in one newspaper in Prince George's County, or cause
a copy thereof to be mailed postpaid to each registered voter
of said town.
49A. (Budget.) The Town Treasurer on or before the
first of April of each ensuing year shall prepare and present
to the Town Council a budget of estimated income for said
year plus any unexpended balance from the year then end-
ing together with proposed disbursements and after full con-
