44. (Corrupt Practices.) All provisions of the Public Gen-
eral Laws of this State now in force or hereafter enacted,
providing penalties for illegal registration, illegal voting, cor-
rupt practices and requiring reports of expenditure of money
in connection with any election shall be and are hereby made
applicable to all elections held under the provisions of this
sub-title, and any act done or committed by any person
that would be punishable under said general laws if done or
committed in a State or County election shall be punish-
able in the same manner and by the same penalty if
done and committed in any election held under the pro-
vision of this sub-title. Reports of expenditures of money
shall be made only if required by a Town ordinance and,
if so, then they shall be made under oath, within five days
after each election, by all candidates and other persons, and
shall be similar to reports required under said General Laws,
and such reports shall be open toi the inspection of the public.

45. (Appointive Officers — Duties.) The Mayor, upon ap-
proval of the Town Council, may annually appoint such town
officials, including an attorney, clerk, building inspector, fire
marshal, health officer, and such other officers or employees
as they may deem necessary to carry out the duties em-
powered by this charter, at such compensation or without
compensation and for such duration of time, not to exceed
one year, as in their discretion they may deem proper. The
Mayor and Council may terminate the services of such ap-
pointed Town officials before the end of their term for mal-
feasance or misfeasance in office. They may appoint the Town
Treasurer as Clerk, but no other person shall have more than
one office.

46. (Oath of Office.) The Mayor, Councilmen, Treasurer,
and all other officers and officials, elective or appointive, shall,
before they enter upon the duties of their office, take and
subscribe before any officer of the State of Maryland duly
authorized to take an affidavit that he will support the con-
stitution of the United States and diligently and faithfully,
according to the best of his judgment, perform the duties of
his office without favor, partiality, or prejudice, and a certi-
ficate of such qualification shall be returned by such officer
of the S'tate of Maryland to the Town Council, to be filed and
recorded among their proceedings. Failure to take the oath
of office within thirty days after election shall constitute a
vacancy in that office.

47. (Police Force.) The Mayor and Town Council shall
appoint such persons as may be necessary from time to time
