county or may agree to receive such services from such towns
or said county; provided further, that the Town of Bladens-
burg may make such contract with a town not contiguous to
it, but which has a contract covering such service, with a
town contiguous to Bladensburg.
r. To make effective the powers herein granted, to enact
ordinances and make regulations not in conflict with the
existing laws of the State of Maryland, and to provide for
fines, penalties and forfeitures, and imprisonments in the
county jail, or both, for the violation of such ordinances.
No fine shall exceed One Hundred Dollars ($100.00), nor shall
any imprisonment exceed thirty (30) days, for any single
offense.
s. The public ground and property within said corpora-
tion, belonging to the town, shall be vested in the Town cor-
poration hereby created, to have and to hold for the benefit
of said corporation and its inhabitants.
t. To change the ward boundaries and the number of coun-
cilmen by ordinance as hereinafter described.
TOWN GOVERNMENT
38. The town shall be governed, and the corporate powers
of said town shall be vested in and shall be exercised by a Town
Council, consisting of a Mayor and two Councilmen for each
ward who shall govern and exercise said powers in the manner
prescribed in this charter or if not prescribed herein, then
in the manner prescribed in the Laws of the State of Mary-
land, or if not prescribed in either, then in manner provided
by ordinance or resolution of the Council. There shall be two
Councilmen elected from each ward. The Mayor shall be
elected at large from the Town.
MAYOR
39. (Qualifications.) The Mayor of said town shall be of
legal age, a citizen of the United States, a registered voter
in the Town of Bladensburg, and owner of real property
in the Town of Bladensburg, and assessed upon the assess-
ment books of the county for real estate in his or her
name, whether or not jointly with spouse, for a year
preceding date of election, in an amount not less than
$1,000.00, and shall have been an actual dweller within the
limits of said town for not less than two years next preceding
the date of his election. In case the Mayor ceases to possess any
of the qualifications specified in this section, or is convicted
of crime while in office, he shall cease to be Mayor, and there
