j. To acquire property, real or personal, within the bound-
aries of the town for any public purpose, in fee simple, lease
or leasehold interest or estate or any other interest or estate,
by purchase, gift, bequest, devise, lease, condemnation or
otherwise; and to own, hold, manage or control, and to sell,
lease, exchange, transfer, assign, mortgage, pledge or dispose
of any such real or personal property or any interest therein
as the interests of the town may require; said condemnation
to be exercised according to laws of Maryland.

k. To have and exercise any and all powers that are now
given to municipalities, except the City of Baltimore, or that
may be given to them by the general law of the State of
Maryland or that are or may be given to municipalities in
Prince George's County by the local law of the State of
Maryland.

l. To prevent and regulate keeping and storing of guns,
powder, oil or other explosives or combustible material.

m. To restrain all public exhibitions or amusements that
are detrimental to the public welfare; and to regulate amuse-
ments, public exhibitions and business establishments and
to provide a tax therefor and for the effective collection
thereof.

n. To prevent throwing or allowing accumulation of for-
eign material or of any offensive or dirty material on public
streets or near thereto.

o. To adopt suitable measures for the removal of trash,
ashes and garbage and fix the amount to be paid therefor.

p. To levy a reasonable tax on dogs and bitches not ex-
ceeding Two Dollars belonging to or kept by inhabitants of
the town, provided no such tax shall be collected in any
year in which the county collects dog taxes, and to impose
reasonable fines and penalties to restrain dogs and bitches
from running at large in the town, and to authorize and com-
pel the town police to kill any dog or bitch whose owner
cannot be ascertained or whose owner refuses or neglects to
pay the taxes, fines or penalties imposed under this section
or to keep such dog or bitch in accordance with such regula-
tions as may be adopted, and not in conflict with the laws
of Maryland.

q. To make contracts with towns contiguous to the Town
of Bladensburg, or with Prince George's County for the fur-
nishing of any service which the Town of Bladensburg could
provide for itself under this charter, and by such contract
it may agree to provide such service for such towns or said
