purchase and partly construct an electric light and power
generating and distribution system and to distribute and
sell the electric energy generated by such system to public
and private consumers in said municipality; authorizing and
empowering said municipality to finance said acquisition
or construction or both by the borrowing of money secured
as to repayment by the issuance of its revenue bonds pay-
able solely from the net revenues of the system acquired or
constructed, or, if necessary to acquisition, by the issuance
of its general obligation bonds payable primarily from un-
limited ad valorem taxes, or by a combination of both types
of financing in the event said system is acquired in part and
constructed in part; granting said municipality the detailed
authority and power necessary to acquire by purchase and
to construct, maintain and operate said system and use
the net revenues therefrom in the public interest and for the
public benefit subject to the grant of authority by, and
approval of, the Public Service Commission of Maryland.
WHEREAS, the Commissioners of Cambridge have concluded
that the public health, safety and welfare and the commercial
and industrial growth in said municipality can best be pro-
moted by the operation by said municipality of all facilities
therein located for the generation and distribution of elec-
tricity for public and private consumption; and
WHEREAS, it is desirable that said municipality be granted
all needful authority to implement said conclusion by all law-
ful means, to the end that its objective may be achieved, pro-
vided the Public Service Commission of Maryland shall find
such operations to be in the public interest.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That seventeen new sections be and they are hereby added
to Article 10 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Dorchester County", sub-title "Cam-
bridge", said new sections to be identified as Sections 114A to
114Q, inclusive, and to follow immediately after Section 114
of said Article and to be preceded by the heading "Municipal
Electric Light and Power System", and to read as follows:
MUNICIPAL ELECTRIC LIGHT AND POWER SYSTEM.
114A. (Definitions.) As used in Sections 114B to 114Q,
inclusive, of this Article, and in any additions thereto or
amendments thereof, the following words shall have the fol-
lowing meanings, unless the context shall clearly indicate that
a different meaning is intended:
