to the Charter of the Town of Landover Hills, enacted as
Chapter 465 of the Laws of Maryland, 1945, to follow imme-
diately after Section 26, and to read as follows:

26A. The Mayor and Town Council of Landover Hills is
hereby authorized and empowered to levy and collect annually
a special tax of not to exceed thirty cents on each one hundred
dollars of assessed valuation of all real property in said town,
for the exclusive purpose of establishing and maintaining a
service for the collection and disposal of garbage, trash, ashes,
and other refuse in said town. Such service may be estab-
lished and maintained either as a municipal operation, or by
contract with such person, firm, corporation, or municipality
as may be agreed upon by the Mayor and Town Council. Any
cost of such service in excess of the amount yielded by the
special tax herein authorized shall be paid by the town out of
its general funds.

SEC. 2. And be it further enacted, That the special tax
hereby authorized shall not be levied unless this Act is ap-
proved by the voters of said town at its regular biennial elec-
tion to be held on the second Wednesday in May, 1947. The
ballots to be used for said election shall have printed on one
line the words "For Special Garbage Tax", and on the next
line the words "Against Special Garbage Tax", with a space
opposite each line for the "X" mark of the voter. In the event
that a majority of the votes cast are for the special garbage
tax, this Act shall immediately become effective; but if a
majority of the votes cast are against the special garbage tax,
this Act shall be void. The Town Clerk shall certify the result
of this vote to the Secretary of State of Maryland.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.
