indebtedness, which shall be payable on or before ten years
from the date of issuance, with interest not to exceed the rate
of six per centum per annum payable semi-annually, and with
such annual principal payments as may be fixed by said
Mayor and Town Council.
The Mayor and Town Council of Landover Hills is author-
ized and directed to levy annually an ad valorem tax upon all
of the assessed property in said town sufficient to produce each
year a sum sufficient to meet the principal and interest pay-
ments on said bonds or certificates of indebtednes for that year.
The Mayor and Town Council is hereby authorized and em-
powered to do all acts not specifically mentioned herein which
may be necessary to issue and sell such bonds or certificates
of indebtedness, provide for the payment thereof and interest
thereon, and to arrange for the construction or acquisition of
the improvements mentioned herein. All bonds or certificates
of indebtedness issued hereunder shall be the direct obligation
of the Mayor and Town Council of Landover Hills, and the
said corporation shall be responsible therefor.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

CHAPTER 312.
(House Bill 760)
AN ACT to add a new section to the Charter of the Town of
Landover Hills, Maryland, enacted as Chapter 465 of the
Laws of Maryland, 1945, said new section to be known as
Section 26A, to follow immediately after Section 26 of said
Charter, authorizing the Mayor and Town Council of Land-
over Hills to levy a special tax not to exceed thirty cents on
each one hundred dollars of assessed valuation of all real
property in said town, for the exclusive purpose of main-
taining a service for the collection and disposal of garbage,
trash, ashes and other refuse; and to provide for a
referendum before such tax may be levied.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section to be known as Section 26A be added
