exceeding a total of Ten Thousand Dollars ($10,000.00) to
meet the existing deficiency in its current expense budget
for the tax year 1946-1947, the proceeds of which shall be de-
posited by the City Treasurer to the credit of the city and
expended as appropriated by order of the Mayor and City
Council. To secure such loan or loans the Mayor and City
Council of Hyattsville, Maryland, may issue its promissory
notes or other certificates of indebtedness signed by its Mayor,
attested by its Clerk, with its corporate seal thereunto affixed,
said notes to bear interest at a rate not exceeding five per
centum (5%) per annum and the Mayor and City Council of
Hyattsville for the tax year 1947-1948 shall allocate out of
anticipated revenues for that tax year sufficient funds for
the retirement of such obligations.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sub-section
(Wicomico County) of Section 100 of Article 52 of the
Annotated Code of Maryland (1939 Edition), as said sec-
tion was repealed and re-e'nacted by Chapter 545 of the
Acts of the General Assembly of Maryland, 1943, title
"Justices of the Peace", sub-title "Trial Magistrates
System", authorizing the County Commissioners to prescribe
the compensation of the Clerk of the People's Court of
Wicomico County and fixing said salary at not less than a
certain minimum, and eliminating certain unnecessary pro-
visions.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (Wicomico County) of Section 100 of
Article 52 of the Annotated Code of Maryland (1939 Edition),
as said section was repealed and re-enacted by Chapter 545 of
the Acts of the General Assembly of Maryland, 1943, title
