deem necessary for defraying the necessary expenses of said
Town, and including therein any improvements to the streets
of said Town or other purposes which they may consider for
the benefit and advantage of the inhabitants of said Town.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 25.
(House Bill 156)

AN ACT to add a new section to Article 13 of the Code of
Public Local Laws of Maryland, title, "Harford County",
sub-title "Commissioners", to follow Section 214-A of said
Article (Higinbothom's Code), and to be known as Section
214-B, to provide for the awarding of contracts by the
County Commissioners of Harford County where there are
no competitive bids submitted, and to make it an emergency
measure to take effect from the date of its passage.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Article 13 of the Code
of Public Local Laws of Maryland, title, "Harford County",
sub-title "Commissioners" (Higinbothom's Code), said new
section to be known as Section 214-B and to follow Section
214-A to read as follows:

214-B. Whenever the County Commissioners, Road En-
gineer or other Department of the County shall have adver-
tised for bids on goods, machinery, material, or supplies in
accordance with the requirements of any local law applicable
to Harford County, and no bids have been received from re-
sponsible bidders, then the County Commissioners, the Road
Engineer or other Department of the County, with the ap-
proval of the County Commissioners, shall have the power
to purchase the goods, machinery, material or supplies for
which bids were so requested at the best price obtainable.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all the members of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
