(B) The Council shall elect one from among their member-
ship to be Chairman, whose special duties shall be to preside
at meetings of the Council and to countersign checks properly
issued by the Secretary-Treasurer. The Council shall meet
not less than once each month at times and places of its choos-
ing to transact such business as may properly come before it,
and the Secretary-Treasurer shall keep accurate minutes of all
such meetings. Three members of the Council shall constitute
a quorum for the transaction of business; provided, however,
that all actions involving the election of a Chairman, the
certifying of tax rates, expenditure of community funds, or the
levying of special assessments on property for assessable im-
provements shall require the affirmative vote of at least three
members of the Council.

(C) The Secretary-Treasurer shall be the custodian of all
the records, correspondence and other documents and property
of Chevy Chase View and shall attend the meetings of the
Council to keep the minutes, but shall not vote as a member
of the Council. He shall prepare, sign and issue correspond-
ence on official matters as directed by the Council, and other-
wise perform the usual duties of a secretary. He shall be the
custodian of all funds which are received to the credit of
Chevy Chase View, and shall deposit all such funds in such
bank as may be approved by the Council. He shall pay out
such funds only in accordance with this Act, as instructed by
the Council, by check duly signed by him as Secretary-
Treasurer and countersigned by the Chairman of the Council.

(D) The Secretary-Treasurer shall give bond, with surety
approved by the Council in the penal sum of Three Thousand
Dollars ($3,000.00), or such higher amount as may be fixed
by the Council, conditioned upon the faithful accounting by
him for all moneys which shall come into his hands as such
Secretary-Treasurer and the payment over to his successor of
all such moneys as remain in his hands upon the termination
of his tenure of office.

119. (A) Members of the Citizen's Committee of Chevy
Chase View and the Secretary-Treasurer of Chevy Chase View
holding office under the provisions of Chapter 419 of the Acts
of the General Assembly of Maryland, Session of 1931, at the
time of the enactment, of this Act shall be, and hereby are, con-
stituted as the initial membership of the Council and as
Secretary-Treasurer, respectively, as provided for in this Act,
to serve to the end of their present terms, and until their
successors are elected and duly qualified as hereinafter pro-
vided. All records, correspondence and other documents and
property of the Citizen's Committee are hereby transferred to
