SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 190.
(House Bill 24)
AN ACT to add a new Section to Article 77 of the Anno-
tated Code of Maryland (1939 Edition), title "Public Edu-
cation", sub-title "Chapter 19. Source and Distribution of
Income", said new section to follow immediately after
Section 199C of said Article and to be known as Section
199D, to provide for an Incentive Fund for the purpose
of granting State aid for the construction of school build-
ings and facilities, with certain limitations.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Article 77 of the An-
notated Code of Maryland (1939 Edition), title "Public
Education", sub-title "Chapter 19. Source and Distribution
of Income", to follow immediately after Section 199C of said
Article, and to be known as Section 199D, said new Section
to read as follows:
199D. (1) There is hereby created and established an In-
centive Fund for the purpose of granting State aid to the
City of Baltimore and to the counties to finance the con-
struction of school buildings and school facilities.
(2) The City of Baltimore and each of the counties shall
participate in any year in the Incentive Fund created and
established by this section if they shall levy for that year,
for the purpose of financing the construction of school build-
ings or school facilities not more than Five Cents (5c), or
any fraction thereof, on their taxable basis in addition to the
amount required to he levied by the City of Baltimore and
by the said counties to pay the cost of the State minimum
program for education as established by law and by the
State Board of Education. The Incentive Fund created and
established by this section shall operate in the following way.
(3) For each One Cent (1c) levied on its taxable basis
by the City of Baltimore and by each county for the purpose
specified in Sub-section (2) of this section, there shall be paid
from the State general fund to the City of Baltimore and to
