ized to be issued shall be expended except upon the written
recommendation of the agency hereinabove provided for
and to be created by the Mayor and City Council of Balti-
more, and any such recommendation shall set forth the
terms and conditions upon which any land or property
acquired or to be acquired, or improved or to be improved,
by the Mayor and City Council of Baltimore for storing,
parking and servicing self-propelled vehicles as aforesaid
may be sold, leased, conveyed, transferred or otherwise dis-
posed of, and until after the Mayor and City Council of Bal-
timore, with the approyal of the Board of Estimates, shall
have entered into a binding contract with a private, public
or quasi public corporation, partnership, association, person
or other legal entity, secured to the satisfaction, of the
Board of Estimates, for the sale, lease, rental or other
disposition of the land or property acquired or to be
acquired, or improved or to be improved, at a price, charge
or rental sufficient in amount to at last fully reimburse
the Mayor and City Council of Baltimore for all expendi-
tures of money made by it in connection with the partic-
ular land or property involved and all improvements made
thereto, and for all interest charges paid or to be paid
by the Mayor and City Council of Baltimore on all funds
borrowed by it and expended in connection with the par-
ticular land or property involved and all improvements
made thereto, and for all estimated real estate taxes that
the Mayor and City Council of Baltimore will lose as a
result of it acquiring any land or property involved in the
particular transaction. Provided, further, that in case any
construction or improvement be made on, under, in or
appurtenant to any land or other property now or here-
after owned by the Mayor and City Council of Baltimore,
the appraised value of such land or other property shall be
included and considered as a part of the expenditures of
money made by the Mayor and City Council of Baltimore
in connection with the particular land, property or project
involved and shall be given full consideration when the
sale, lease or rental price or charge is fixed for the partic-
ular land, property or project involved.

SEC. 5. And be it further enacted, That the Mayor and
City Council of Baltimore may, by ordinance or ordinances,
authorize the issuance of said certificates of indebtedness
in series maturing at stated periods, and may make pay-
able annually a portion of the principal of said certificates
of indebtedness, and any portion or all of said certificates
of indebtedness may or may not be registered, and said
certificates of indebtedness, or any portion thereof, may
or may not have interest coupons attached, all as may be
