City Council of Hagerstown to agree to contribute consider-
able sums of money annually in perpetuity to the Washington
County Free Library.
Public support of the Library is justifiable, but objection
has been made to a mandate to do so in specified amounts
in perpetuity, and for that reason the bill will be vetoed.
I approved Senate Bill No. 125, which is open to the same
objection. However, the mandatory provisions in that bill
are dependent upon the happening of a contingency, which
may not occur until further legislative action may be taken
for its repeal.
WICOMICO COUNTY
HOUSE BILL 766
AN ACT to add a new section to Article 23 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wi-
comico County", sub-title "County Commissioners", said
new section to be known as Section 22C and to follow im-
mediately after Section 22B of said Article, conferring addi-
tional powers upon the County Commissioners of Wicomico
County and repealing all laws inconsistent therewith.
I am compelled to veto this bill because it conflicts with
House Bill 100, (now Chapter 328 of the Acts of 1947) pro-
viding for the establishment of uniform fiscal years, etc. This
bill repeals any law inconsistent therewith, and the signing of
it now would no doubt have the effect of superseding Chapter
328.
Most of the additional powers set forth in the bill may be
handled by the County Commissioners by resolution, and the
additional expenses of the State's Attorney may be taken
care of under Senate Bill 284.
