Baltimore, and since it is its feeling that such regulation can
be most effectively handled by local authorities, it has advo-
vated the passage of appropriate local legislation vesting in
various political subdivisions of the State certain power and
authority with respect to taxicab operation.
For the above reasons the bill will be vetoed.

TRAPSHOOTING

HOUSE BILL 831

AN ACT to add a new section to Article 20 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Som-
erset County", to be under a new sub-title "Sabbath Break-
ing", said new section to be known as Section 389A and to
follow immediately after Section 389 of said Article, relat-
ing to skeet shooting and trapshooting on Sunday in Som-
erset County.

The reason for the introduction of this bill was because of
annoyance occasioned by the noise of shooting in the prox-
imity of a church during the conduct of services on Sunday.

I have the promise of the Somerset Rod and Gun Club that
they will not permit shooting at any hours during which
church services are held, and that they will, at the earliest
convenience, dispose of their property and obtain a location
elsewhere whereon it will be impossible, because of distance
from churches or homes, to interfere with or injure, in any
manner whatever, any person or church in Somerset County.

For this reason the bill will be vetoed.

WASHINGTON COUNTY
HOUSE BILL 419

AN ACT to repeal and re-enact, with amendments, Section
165 of Article 22 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Washington County", sub-title
"County Commissioners", sub-heading" "Library", as said
section was amended by Chapter 419 of the Acts of 1945,
and to repeal and re-enact, with amendments, Section 382
of said Article, title "Washington County", sub-title "Hag-
erstown", sub-heading "Library", as said section was amend-
ed by Chapter 419 of the Acts of 1945, relating to the
amounts which may be appropriated by the County Com-
missioners and by the Mayor and Council of Hagerstown

to the Washington County Free Library.

This bill makes it mandatory upon the part of the County
Commissioners of Washington County and the Mayor and
