repealed and that four new sections to be known as Sections
50 to 53 are enacted in lieu thereof.

The subject matter of sections repealed and of those sought
to be enacted have no relationship in their subject matter
with each other.

The bill will be vetoed.

SCHOOLS

HOUSE BILL 23

AN ACT to repeal and re-enact, with amendments, Section
196 of Article 77 of the Annotated Code of Maryland (1939
Edition), title "Public Education", sub-title "Chapter 19.
Source and Distribution of Income", as said section was
amended by Chapter 593 of the Acts of 1945, relating to the
General State School Fund.

The State Board of Education requests the veto of this
bill, in view of the passage and approval of Senate Bill No.
301.

The bill is therefore vetoed.

SOMERSET COUNTY
HOUSE BILL 830

AN ACT to add a new section to Article 20 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Som-
erset County", sub-title "Revenue and Taxes", said new sec-
tion to be known as Section 370A and to follow immedi-
ately after Section 370 of said Article, relating to the dis-
position of certain funds received by the County Commis-
sioners of Somerset County and by the municipal corpora-
tions therein.

This bill departs from the recommendations of the Sherbow
Commission for the distribution of revenues to the counties
and municipalities with respect to Somerset County, in that
it requires certain of those revenues that would otherwise
be paid to the municipalities in the County to be placed in a
special fund for school purposes.

The authorities of Crisfield have objected to the diversion
of the portion of the revenues that would have been otherwise
paid to them, and they have demonstrated a very definite
need of the revenues in their municipal financing. In the
face of this situation, some of the members of the delegation
have indicated to me that they are not too insistent that the
bill be approved.

For the above reasons, the bill will be vetoed.
