cate that work done by force account is more expensive than
that done under contract, by public bidding. Without, how-
ever, passing upon the merits of the proposal at this time, I
have concluded that, in any event, the power sought is too
broad and unrestricted to warrant my approval. I shall,
therefore, veto House Bill No. 438.
SENATE BILL 442
AN ACT to authorize the State Roads Commission to com-
plete the road from Marion Station to Westover Crossroads
in Somerset County.
The State Roads Commission has, without this bill, ample
authority to complete this road. The bill is therefore unnec-
essary and will be vetoed.
ROCKVILLE
HOUSE BILL 645
AN ACT to provide for the licensing and regulating of carni-
vals within the corporate limits of the Town of Rockville in
Montgomery County.
A veritable storm of protest to the approval of this bill has
been received on the ground that the daily license fee for the
holding of carnivals would be prohibitive to churches, chari-
table, civic and veterans' organizations.
While the bill has a worthy purpose of fire protection, upon
the suggestion of legislative representatives from Montgomery
County the bill will be vetoed.
ST. MARY'S COUNTY
HOUSE BILL No. 610
AN ACT to repeal and re-enact, with amendments, Section
49 of Article 19 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "St. Mary's County", sub-title
"County Commissioners", and to repeal Sections 50, 51,
52 and 53 of said Article and to enact in lieu thereof four
new sections to be known as Sections 50, 51, 52 and 53 of
said Article relating to the levy of taxes and budget.
This bill is objectionable because it changes the date of
finality from January 1st to October 1st. In addition it is
apparently in conflict with Section 29 of Article III of the
Constitution.
The title of the bill reveals that Sections 50 to 53, both
inclusive, of Article 19 of the Code of Public Local Laws are
