Section 230 of said Article, providing for the payment of
expense money to certain partially or totally blind or deaf
students.
Blind and deaf persons are at present eligible to receive aid
from the vocational rehabilitation service for which the State
is appropriating $100,000.00 in 1947-48 and 1948-49. The
State Department of Education advises me that it has no
other funds from which payments under the provisions of this
bill could be made.
For that reason, I am compelled to veto the bill.

HOUSE BILL 513
AN ACT to repeal Sections 360A and 360B of Article
23 of the Annotated Code of Maryland (1939 Edition),
title "Corporations", sub-title "Public Service Commis-
sion", as said sections were added by Chapter 1037 of
the Acts of 1945, and to enact in lieu thereof three new sec-
tions to be known as Sections 360A, 360B and 360C, and to
follow immediately after Section 360 of said Article, relat-
ing to the regulation by the Public Service Commission of
persons engaged in the operation of passenger motor ve-
hicles in charter or contract service.
Legislation, which was designed to accomplish the same pur-
pose as is intended to be accomplished by this bill, was passed
at the 1945 Session. Some permits for charter and contract
service were issued by the Public Service Commission but
Judge Manley, sitting in the Circuit Court No. 2 of Baltimore
City, in an opinion published in the Daily Record of July 6,
1946, held that the legislation was unconstitutional. The
Commission opposed the legislation in 1945 and feels now as
it did then that the character of the service covered by this
bill is not in fact common carrier service, and is not the
kind of service that should be subjected to Commission regu-
lation.
At the request of the Commission the bill will be vetoed.
CAROLINE COUNTY
HOUSE BILL 415
AN ACT to add a new section to Article 6 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Caro-
line County", said new section to be known as Section
312A, to follow immediately after Section 312 of said Ar-
ticle and to be under a new sub-title "Health", providing
for the testing of milk in Caroline County.
