the limitations of Section 9 of Article 15-A of the Anno-
tated Code of Maryland.

WHEREAS, the House of Delegates and the Senate, from a
study of the budget submitted, are convinced that the expendi-
tures provided for in said budget may be reduced by at least
$500,000 in each of the next two fiscal years without any
sacrifice in the efficient operation of the State government;
now therefore, be it

Resolved by the General Assembly of Maryland, That the
Governor and the Board of Public Works be and they are
hereby directed to reduce such items of appropriation as they
may deem most advisable in the budget for the next biennium
by amounts which will aggregate at least $500,000 in each
of the two fiscal years of said biennium, all in conformity
with, and subject to, the limitations of Section 9 of Article
15-A of the Annotated Code of Maryland.

NO. 17.
(Senate Joint Resolution 4)

A Senate Joint Resolution requesting the Governor to in-
clude in the Supplementary Budget of Appropriations
for the fiscal year beginning July 1, 1947, an item appro-
priating the sum of Forty-seven Thousand ($47,000.)
Dollars for the purpose of paying to the holders of five
certain judgments entered in the Circuit Court for Som-
erset County, at law, against the State of Maryland/
on the 23rd day of September, 1940.

WHEREAS, Said judgments arose out of certain condem-
nation proceedings instituted by the State of Maryland
and were entered after a legal contest, in which the State
of Maryland was duly represented by counsel; and

WHEREAS, The Constitution of this State requires that
private property taken for public use be awarded just
compensation; and

WHEREAS, By the said judgments of condemnation the
following judgments were awarded on the 23rd day of
