NO. 5.
(House Joint Resolution 7)
A House Joint Resolution requesting the Governor to appoint
a Commission to study the law and practice with respect to
physically handicapped persons in State employment.
WHEREAS, in recent years it has become increasingly recog-
nized by private industry that it is economically feasible and
socially desirable that physically handicapped persons be em-
ployed in such jobs as they may perform within the limits of
their handicap; and
WHEREAS, a similar policy has been sought to be expressed
in the laws of the State of Maryland with respect to the em-
ployment of physically handicapped persons by the State; and
WHEREAS, it is the sense of the General Assembly that, from
the reports received from physically handicapped persons who
have sought to obtain State employment, there is a need for
a complete study of the present law with respect to the employ-
ment of such persons and the administration thereof; now,
therefore, be it
Resolved by the General Assembly of Maryland, That the
Governor is respectfully requested to appoint a Commission of
five (5) persons to study the present provisions of the Maryland
law with respect to the employment of physically handicapped
persons in State jobs, and the administration of the same, said
Commission to make its report to the next session of the
General Assembly together with its recommendations; and be
it further
Resolved, That a copy of this Resolution be transmitted to
His Excellency the Governor.

lege at Frostburg be continued as a part of the State's
Educational system.
