(House Joint Resolution 4)
A Joint Resolution requesting the Governor to appoint a
Commission to investigate the entire subject of prison
control, parole and probation in the State of Maryland.
WHEREAS, There has been considerable discussion and criti-
cism of some of the present procedures and practices of the
penal and correctional institutions of the State and the pro-
bation and parole of prisoners; and
WHEREAS, It seems desirable that the entire subject of
prison control, probation and parole should be thoroughly
investigated and studied as a single problem; therefore be it
Resolved, By the General Assembly of Maryland, That the
Governor be and he is hereby requested to appoint a Commis-
sion consisting of nine persons to he known as the "Commis-
sion on Prison Control, Probation and Parole", to investi-
gate the entire subject of the penal and correctional insti-
tutions of the State, probation and parole, and prison
labor, and to submit the results of its investigation and
study, together with recommendations and proposed legisla-
tion, to the Governor and the Legislative Council on or be-
fore September 1, 1948; and be it further
Resolved, That the members of said Commission shall serve
without compensation but shall be reimbursed for necessary
traveling or other expenses incurred in attending meetings
or performing duties incidental to the work of the Commis-
sion, to be paid out of any funds made available by the Gov-
ernor, in his discretion, for the work of the Commission.
