2226 JOINT RESOLUTIONS.
WHEREAS, the Maryland Commission on Higher Education,
the so-called Marbury Commission, in its report issued as of
February 1, 1947, has recommended the discontinuance of the
Frostburg State Teachers' College; and
WHEREAS, the Frostburg State Teachers' College has a long
and scholarly record as an integral part of the program of
public education in Maryland; and
WHEREAS, the proposal to discontinue established and sub-
stantial school facilities raises a serious question of con-
sistency, it being advanced at a time when much consideration
is being given to a general program of junior college educa-
tion as a part of the public school system; and
WHEREAS, the State Teachers' College at Frostburg is the
only public educational institution in Western Maryland offer-
ing scholastic opportunities above the High School level; now,
therefore, be it
Resolved by the General Assembly of Maryland, That this
means be used to express the disapproval of this legislative
body to any proposal to discontinue the Frostburg State
Teachers' College; and be it further
Resolved, That this body herewith registers its protest
against any educational policy which would abandon the use
of a valuable educational plant and leave one great section
of the State without the educational opportunities it long has
enjoyed and utilized.

(House Joint Resolution 6)
A Joint Resolution petitioning the Secretary of the Interior
to sell at a nominal consideration to the Mayor and City
Council of Cumberland the land and improvements owned
by the United States within the corporate limits of Cum-
berland, which formerly were owned by the Chesapeake
and Ohio Canal Company.
WHEREAS, the Department of the Interior, Division of Public
