from the outlet of the meter supplying any building,
within the Maryland-Washington Metropolitan District as
the same is now created by law, or within any exten-
sions or additions thereto, with the right in said Commission
to require a permit and to charge a fee therefor. Such rules
and regulations shall be promulgated within three months
from June 1, 1943, by advertising in two newspapers in both
Prince George's and Montgomery Counties that such rules
and regulations have been adopted and that copies thereof
are available to those interested.
Any person, firm or corporation who shall violate any of
said rules or regulations so adopted shall, upon conviction by
any court of competent jurisdiction, be fined not more than
$100.00 or be imprisoned not more than thirty (30) days, or
both fined and imprisoned in the discretion of the Court.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

(House Bill 861)
AN ACT to authorize and direct the County Commissioners
of Garrett County to levy and pay certain sums to certain
retired school teachers of Garrett County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Garrett County
be and they are hereby authorized and directed to levy and
pay to retired school teachers who formerly taught in public
schools in Garrett County, who retired prior to June 1, 1928,
and who are receiving a pension from the Teachers' Retire-
ment System of the State of Maryland such sum or sums that
the aggregate of such pension and such sum or sums shall be
at least Fifty Dollars ($50.00) per month.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
