CHAPTER 878.
(House Bill 866)
AN ACT to add four new sections to Article 78A of the
Annotated Code of Maryland (1939 Edition), title "Public
Works—Board of", said new sections to be known as Sec-
tions 24, 25, 26 and 27 and to follow immediately after
Section 23 of said Article, authorizing the appointment
of the Maryland Veterans' Housing Commission and pre-
scribing its powers and duties.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That four new sections he and they are hereby added
to Article 78A of the Annotated Code of Maryland (1939
Edition), title ''Public Works—Board of", said new sections
to be known as Sections 24, 25, 26 and 27 and to follow im-
mediately after Section 23 of said Article, and to read as
follows:
24. (Maryland Veterans' Housing Commission.) It is
hereby declared that a serious public emergency exists affect-
ing and threatening the welfare, comfort, health and safety
of the people of the State resulting from the existence of a
dire housing and dwelling accommodation shortage directly
affecting the veterans of World War II and their families
and others.
25. The Governor is hereby authorized to appoint five (5)
persons who shall constitute a commission known as the
Maryland Veterans Housing Commission, hereinafter referred
to as the Commission. One of the members shall be the At-
torney General or a member of his staff and one shall be a
member of the State Planning Commission. The members
shall be appointed for a five year term and the Governor shall
designate as chairman of the Commission one of the members
so appointed by him. Any vacancy occurring at any time in
the personnel of the Commssion shall be filled by the Gov-
ernor's appointing a successor for the unexpired term. The
members of the Commission shall receive no salary, but
shall be entitled to receive the necessary and proper expenses
for travel and other costs incurred in the conduct of their
duties. The Commission may appoint subject to the provi-
sions of Artcile 64A of the Code of Public General Laws of
Maryland, such employees as from time to time, in its judg-
ment may be necessary, provided their compensation shall be
approved by the Board of Public Works. The Board of Pub-
lic Works shall, in its discretion, approve all administrative
