title "Mayor and Council", increasing the compensation of
the Mayor and Councilmen and providing for a referendum
thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 13 of Article 1A of the Code of Public
Local Laws of Maryland (1930 Edition), title "City of Cum-
berland", sub-title "Mayor and Council", be and it is hereby
repealed and re-enacted; with amendments, to read as follows :

13. The Mayor shall be President of the City Council.
The said Mayor and Councilmen shall take an oath before
the Clerk of the Circuit Court of Allegany County to faith-
fully perform the duties of their offices and each Councilman
shall receive as compensation for his services the sum of
Twenty-four Hundred Dollars ($2,400.00) per annum, payable
in equal monthly installments; the Mayor shall receive a
salary of Thirty-six Hundred Dollars ($3,600.00) per annum
payable in equal monthly installments, and the said Mayor
and each Commissioner shall devote at least five hours a day,
except on Sundays and legal holidays, to the duties of their
office and to the affairs of said city.

SEC. 2. And be it further enacted, That this Act shall be
submitted to the legally qualified voters of the City of Cum-
berland at the next regular municipal election, and there
shall be printed on each ballot to be used in said election
the title of this Act, and underneath thereof on separate
lines, the words "For Increase in Salaries of Mayor and Coun-
cilmen", and "Against Increase in Salaries of Mayor and
Councilmen", with a square opposite said words at the right
end of each line, so that each voter can indicate his or her
choice on said question.

The said election shall be conducted and the results thereof
ascertained in accordance with the Constitution and Laws of
this State relating to Elections, and if it shall appear from
the results of said election that a majority of the votes cast
are "Against Increase in Salaries of Mayor and Councilmen",
then this Act shall not become effective and it shall be null
and void, but if a majority of the votes cast are "For Increase
in Salaries of Mayor and Councilmen", then this Act shall
immediately become effective.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
