SEC. 15. And be it further enacted, That if any part of
this Act shall be held unconstitutional or invalid or unen-
forcible the same shall not affect the remaining part of this
Act.
SEC. 16. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

CHAPTER 853.
(House Bill 783)
AN ACT to add a new section to Article 81 of the Annotated
Code of Maryland (1939 Edition), to he known as Section
3 1/2, providing that reports required by Article 81 shall be
deemed to be made under the penalties of perjury on certain
conditions.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 81 of the Annotated Code of Maryland (1939 Edition),
to follow Section 3 thereof, and to read as follows:
3 1/2. Every report required by this Article shall be deemed
to have been made under oath if it contains a declaration,
preceding the signature of the maker, to the effect that it is
made under the penalties of perjury.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
