and to follow immediately after Section 318 of said Article,
relating to the power of the County Commissioners to regu-
late and control smoke.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 3
of the Code of Public Local Laws of Maryland (1930 Edition),
title "Baltimore County", to be under a new sub-title "Health
and Sanitation", said new section to be known as Section 319,
to follow immediately after Section 318 of said Article, and
to read as follows:
HEALTH AND SANITATION
319. The County Commissioners of Baltimore County shall
have full power and authority, after public hearings, prior
notice of which shall have been given by publication for at
lease 2 successive weeks in newspapers of general circulation
in the county, to make and enforce rules and regulations re-
lating to smoke control and regulation to prevent the same
from becoming deleterious or offensive to public health.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

AN ACT to repeal Sections 508-514, inclusive, of Article 4 of
the Code of Public Local Laws of Maryland and Baltimore
City Charter (1938 Edition), title "Baltimore City", sub-
title "Deaf, Dumb and Blind".
WHEREAS, Article 30 of the Annotated Code of Maryland
(1939 Edition), makes ample provision as to the care of the
deaf and dumb at the State College for the Deaf and Dumb at
Frederick, thereby making these sections unnecessary; there-

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 508-514, inclusive, of Article 4 of the Code
of Public Local Laws of Maryland and Baltimore Citv Charter
