offense, and each day's violation shall constitute a separate
offense.
The provisions of this section shall not apply to opening,
grading, construction, improvement, maintenance and repair
work by the State Roads Commission nor to opening, grading,
construction, improvement, maintenance and repair in the
incorporated cities or towns in Prince George's County
except in cases where the municipal authorities, by reso-
lution or ordinance, request the Board of County Com-
missioners to impose such rules and regulations as applies
to highway standards, minimum requirements and inspec-
tional service for the work undertaken within the corporate
limits of any municipality.
The provisions of this section shall not apply to opening,
grading, construction, improvement, maintenance and repair
work undertaken within its corporate limits by any munici-
pality in the county, except in cases where the cost of such
opening, grading, construction, improvement, maintenance
and repair work is to be borne in whole or in part by said
county.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
1130 of the Code of Prince George's County (1943 Edition),
being Article 17 of the Code of Public Local Laws of Mary-
land, title ''Prince George's County", sub-title "Orphans'
Court", relating to the compensation of the messenger of
the Orphans' Court of Prince George's County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1130 of the Code of Prince George's
County (1943 Edition), being Article 17 of the Code of Public
Local Laws of Maryland, title "Prince George's County", sub-
