inimical to public safety and welfare, because of an existing
or suspected mental or physical disability.
The Board shall meet at the pleasure of the Commissioner,
but in no event shall there be more than twenty-four (24)
Board meetings in any calendar year. Each member shall
receive as compensation Ten Dollars ($10.00) for each meet-
ing he attends, to be paid out of funds appropriated to the
Department of Motor Vehicles.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to add a new sub-section to Section 47 of Article
2B of the Annotated Code of Maryland (1943 Supplement),
title "Alcoholic Beverages", sub-title "Regulations and
Restrictions", said new sub-section to be known as Sub-sec-
tion (a), and relating to the transfer of alcoholic beverage
licenses in Anne Arundel County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-section to be known as Sub-section (a)
be and the same is hereby added to Section 47 of Article
2B of the Annotated Code of Maryland (1943 Supplement),
title "Alcoholic Beverages", sub-title "Regulations and Re-
strictions", to read as follows:
47.
(a) The words "transfer or assignment" as used in Section
47 shall mean the transfer or assignment of a license from the
licensee to whom issued to a new licensee and shall not mean
the transfer of a license permitting the sale of alcoholic bev-
erages in the premises designated in the said license to other
premises within the 1,000 feet limitation set forth in Section
47.
