duties as such Registrars. And, on the failure of any such
Registrar to serve or qualify, the Mayor shall appoint some
other person duly qualified as substitute, and such substitute,
after having taken, the oath aforesaid, shall hold the office for
the unexpired term.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 803.
(House Bill 642)

AN ACT to add a new section to the Montgomery County
Code (1939 Edition), being Article 16 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Montgomery
County", sub-title "Rockville", said new section to be known
as Section 921A, and to follow immediately after Section
921 of said Article, authorizing the Mayor and Council of
Rockville to license and regulate places of public amuse-
ment, recreation, roadside stands, signs, etc., in said town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Mont-
gomery County Code (1939 Edition), being Article 16 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Montgomery County", sub-title "Rockville", said new section
to be known as Section 921A, to follow immediately after
Section 921 of said Article and to read as follows:

921A. The Mayor and Council of Rockville is hereby au-
thorized and empowered to inspect, license, regulate and/or
limit as to location, hours of operation and method of conduct,
all places of public amusement or recreation, pleasure parks,
picnic grounds, club houses, theatrical exhibitions, baseball
grounds, bowling alleys, billiard and pool-rooms, roadside
stands and signs within the corporate limits of the Town of
Rockville and, in order to safeguard the public health, safety,
morals and/or welfare to pass rules, regulations or ordinances
for the purpose of carrying out the powers herein granted;
provided, that such rules, regulations or ordinances shall con-
tain proper standards for the exercise of the discretion con-
ferred herein and shall operate uniformly.

The said Mayor and Council is further authorized by such
ordinances to fix proper and reasonable fees for licenses issued
hereunder and further to provide penalties not to exceed Fifty
Dollars ($50.00) for any violation of such ordinances and in
default of payment of any such fine or fines, to commit the
