tisement for sealed bids. It shall be appropriate to require
of each bidder that he accompany his bid with a certified
check in the reasonable amount specified in such advertise-
ment and that a bond with approved surety may be
required for the faithful performance of any such contract,
checks to be returned to unsuccessful bidder or bidders after
bids have been opened and contract awarded.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 802.
(House Bill 641)
AN ACT to repeal and re-enact, with amendments, Section 907
of the Montgomery County Code (1939 Edition), being
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Montgomery County", sub-title "Rock-
ville", prescribing the qualifications of voters at the town
elections of said town.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 907 of the Montgomery County Code (1939
Edition), being Article 16 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Montgomery County", sub-
title "Rockville", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
907. Every citizen of Rockville who has resided within the
corporate limits of the said town for one year next preceding
any town election, and who is qualified to register as
a voter at the next succeeding State or Congressional elec-
tion, or who may reach the age of twenty-one years between
the second Tuesday of November and the first Tuesday of May
preceding any town election, shall be a duly qualified voter
of the town and every qualified voter of the town, who
is duly registered in accordance with the provisions of this
sub-title, shall be entitled to vote at any and all town elections.
It shall be the duty of the Mayor on or before the first
Monday in March of each and every year to appoint three
residents and qualified voters of the Town of Rockville as
Registrars of voters in the said town. The Registrars so
appointed shall qualify within five days after their appoint-
ment and shall, before entering upon the discharge of their
duties, make oath in due form of law before some Justice of
the Peace or Notary Public of Montgomery County that they,
severally, with fairly, faithfully and honestly perform their
