ceived for record by the Clerk of the Circuit Court for
Frederick County, the person offering said deed for record
shall submit the same to the City Register of Frederick, who
shall thereupon make transfer on the City assessment books
of the said property to the name of the new owner or owners
thereof, and as evidence of said transfer, shall stamp upon
the deed his certificate thereof, and no deed shall be re-
ceived for record without said certificate. Provided, however,
before the said City Register shall transfer said property on
the assessment books, all municipal taxes, assessments and
charges due on said property for all years prior to the cur-
rent year shall have been paid and as evidence of such pay-
ment, the City Register shall stamp upon the deed his certi-
ficate to that effect.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 801.
(House Bill 640)
AN ACT to repeal and re-enact, with amendments, Section
959 of the Montgomery County Code (1939 Edition), being
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Montgomery County", sub-title "Rock-
ville", providing that no contract for the purchase of sup-
plies or materials or work involving an expenditure of
$1,000.00 or more by the Town of Rockville shall be let or
awarded, except to the lowest responsible bidder after due
and proper advertisement for sealed bids.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 959 of the Montgomery County Code (1939
Edition), being Article 16 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Montgomery County", sub-
title "Rockville", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
959. After the passage of this Act no contract for the pur-
chase of any supplies or materials or work involving an
expenditure of One Thousand Dollars ($1,000.00) or more
by the Town of Rockville shall be let or awarded except to
the lowest responsible bidder, after due and proper adver-
