sion may levy such benefit charges and may make such serv-
ice rates in relation to any water or sewer system con-
structed in any of said additional areas as it shall determine
to be necessary and proper for the construction or financing
of such water or sewer system or for the operation and main-
tenance thereof, without regard to the benefit charges levied
or the service rates made in any other area within the Sani-
tary District, provided, however, that the Commission shall
not levy any such benefit charges on any agricultural prop-
erty in the area described in this section, which agricultural
property is heregy defined as any tract of five or more acres
upon which produce or other agricultural products are raised
for profit.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

AN ACT to repeal and re-enact, with amendments, Sub-section
C of Section 6 of Article 2B of the Annotated Code of Mary-
land (1943 Supplement), title "Alcoholic Beverages", sub-
title "Beer, Wine and Liquor Licenses", to permit veteran's
clubs in Prince George's County to be licensed as clubs and
to have a Class C, Beer, Wine and Liquor License.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section C of Section 6 of Article 2B of the
Annotated Code of Maryland (1943 Supplement), title "Alco-
holic Beverages", sub-title "Beer, Wine and Liquor Licenses",
be and it is hereby repealed and re-enacted, with amendments,
to read as follows:

C. (Beer, Wine and Liquor License, Class C (On Sale) —
Clubs.) Such a license shall be issued by the Clerk of the
Circuit Court of the county in which the place of business is
located, or by the Clerk of the Court of Common Pleas for
Baltimore City, if the place of business is located in said city,
and shall authorize the holder thereof to keep for sale and
sell all alcoholic beverages at retail at any club, at the place
therein described, for consumption on the premises only. The
