annual fee for such a license shall be Two Hundred and Fifty
Dollars ($250.00), and shall be payable to said Clerk, before
any such license is issued, for distribution as hereinafter pro-
vided.

Such a license shall be issued only in Baltimore City, Balti-
more and Washington Counties, the towns of North Beach
and Chesapeake Beach, and such license may be issued in the
City of Annapolis, upon the approval of and for such fee as
may be fixed by the Mayor, Counsellor and Aldermen.

The hours during which the privileges conferred by such a
license may be exercised shall be from 6 A. M. to 2 A. M. on
the day following, but no holder of such a license shall be
permitted to make any sale on the day of any general, special
or primary election. In the City of Annapolis the hours shall
be fixed by the Mayor, Counsellor and Aldermen.

Any incorporated club of Cecil County, having been incor-
porated for a period of not less than two years prior to time
of making application and having a bona fide membership of
not less than twenty-five, with dues of not less than Fifty
Dollars ($50.00) per annum per member, and maintaining at
the time sleeping accommodations on the club premises for
twenty-five club members or guests, and who shall have facili-
ties for preparing and serving food on the premises to the
said members and guests, which said club is not operated as a
place of public business, may, upon the approval of the Board
of License Commissioners for Cecil County and upon payment
of the annual license fee of One Hundred Dollars ($100.00),
obtain from the Clerk of the Circuit Court a license which
shall authorize the holder to sell beer, wine and liquor and
all alcoholic beverages for consumption on its premises.

And in Cecil County it shall be unlawful to sell beer, wine,
liquor or any other alcoholic beverages on Sunday, in restau-
rants, hotels, clubs or elsewhere.

In Prince George's County such a license may be issued to a
bona fide non-profit organization or club composed solely of
members who served in the armed forces of the United States,
in any war in which the United States has engaged, which
organization or club operates solely for the use of its own
members and their guests when accompanied by such mem-
bers; provided such club or organization meets in a clubhouse
that is used for no other purpose.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
