Commissioners every month, and, in the event of failure of
the said Judge to account for any of said collection, he shall be
fined and pay not less than One Hundred Dollars ($100.00)
to be imposed and collected as other fines imposed by the
penal laws of this State.
94P. (Supervisor.) There may be appointed annually by
the Commissioners, preferably from among the residents of
the said town, one person as supervisor, whose duty it shall
be to superintend the improvement of the town, and who
shall perform such other duties as the Commissioners may
prescribe, and he shall be allowed such compensation as shall
be fixed by them.
94Q. (Debt Limit.) The Commissioners shall not expend,
or contract to expend, in any one fiscal year more money
than the amount received from taxes and other sources dur-
ing that year, except from special assessments and for the
erection of buildings or purchase of equipment for municipal
purposes. Any expenditure for the erection of buildings or
the purchase of equipment exceeding Two Thousand Dollars
($2,000.00) shall be submitted to the vote of the voters of
the town either at regular or special election and shall have
received a favorable vote of a majority of the votes cast
before such expenditure shall be made. Provided further
that the Commissioners shall be authorized and required to.
create and maintain a sinking fund for the repayment of
any expenditure in excess of the amount received from taxes
and other sources in any one fiscal year.
94R. (Assessable Basis—Exceptions To.) No part of any
farm lands which are included within the corporate limits
shall be taxed hereunder without the consent of the owners
so long as said farm lands shall be used for agricultural
purposes. Provided, however, that any farm lands not pre-
viously taxed shall be taxable by the Commissioners if said
land be sub-divided into building lots, regardless of the use
thereafter of all or part of the land so sub-divided for agri-
cultural purposes.

94S. The Commissioners of Hebron, Maryland, are hereby
authorized, empowered and directed to establish and con-
struct a water supply system for said town, within and with-
out the town limits; to do any and all work including pre-
liminary work and the employment of engineering and cleri-
cal force necessary for the carrying out of the provisions of
