Commissioners of St. Mary's County". Said Commissioners
shall be residents and voters of St. Mary's County, and they
shall be men or women of high character or integrity and of
recognized business capacity. Of the three Commissioners first
so appointed, one shall be appointed for a term of two years,
one for a term of four years, and one for a period of six years,
in the manner hereinabove provided. In the case of any
vacancies in the number of said License Commissioners occur-
ring when the Legislature is not in session, the Governor shall
appoint some eligible person to fill the vacancy during the
remainder of the term of office of the person originally ap-
pointed.

(2) The members of said Board shall organize by electing
their own chairman. They shall meet at least once during
each calendar month, and as frequently in addition thereto
as in their discretion is required by the duties of their office.
They shall annually prepare a complete report of their activi-
ties for the past twelve months period, sending copies thereof
to the Governor of Maryland, to each member of the Board of
County Commissioners of St. Mary's County, and to each mem-
ber of the St. Mary's County Delegation in the General Assem-
bly of Maryland.

(3) The Chairman of said Board shall receive as compensa-
tion the sum of Four Hundred Dollars ($400.00) per year.
Each of the two other members of the Board shall receive as
compensation the sum of Three Hundred Dollars ($300.00).

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.
