1908 LAWS OF MARYLAND. [CH. 781

municipality", be and they are hereby repealed and re-enacted,
with amendments, to read as follows:

3. The citizens of Pittsville of the age of twenty-one years
and upward, who shall possess the qualifications of legally
registered voters of the State of Maryland, and who shall
have resided in said Town for the space of six months next
immediately preceding any Town Election and own real estate
therein, and every person who is a citizen of the United States
and twenty-one years of age and who, at the time of any
Town Elction is, and for at least one year prior thereto, has
been assessed on the Tax Books of said Town as the owner
of real property of the assessed value of at least Two Hundred
Fifty Dollars ($250.00), shall on the first Monday of July,
1947, or as soon thereafter as may be convenient, elect three
Commissioners. Of the three Commissioners so elected, the
Commissioners receiving the largest number of votes cast at
said election shall serve for four years and until his successor
shall be duly elected and qualified and the remaining two
Commissioners so elected shall serve for two years and until
their successors shall have been duly elected and qualified.
Every two years after the first Monday of July, 1947, two
Commissioners shall be elected and the Commissioner receiv-
ing the largest number of votes shall be elected for four years
and until his succesor shall be duly elected and qualified and
the other Commissioner shall serve for two years and until his
successor is duly elected and qualified. In the event of a tie
vote between or among any candidates whose total vote elects
them to the office of Commissioner but fails to designtae who
shall serve for the respective two and four year terms, then
those having the tie vote shall determine among themselves by
a drawing of lots who shall serve the respective terms. But
in the event of a tie vote between or among any candidates
wherein the elimination of one or more of the candidates
is necessary to determine who shall qualify as Commissioner
or Commissioners, then the said Judges of Election shall give
notice of a new election to be held in the same manner as the
original election except that the time shall be set by said
Judges, and said new election shall be held not less than
twenty-five days nor more than thirty-five days after the date
of the original election and only those having the tied vote
shall be eligible as candidates. Such Commissioners shall be
qualified voters and residents of the said Town, and they must
continue to reside therein during the term of their office, and
they must be the owners of real estate within said Town.
No person shall be entitled to have his or her name placed
on the ballot as a candidate for Commissioner of said Town
unless he or she shall have filed with the Secretary or Presi-
