dent of the Commissioners of Pittsville at least fifteen full
days before the date on which is to be held the Election for
said Commissioners, a Certificate, under oath, setting forth
that he or she is a candidate for Commissioner. The said
Commissioners shall serve without pay.

4. The Judges of Election appointed as hereinafter provided
in Section 7 shall give notice that the election will be held and
the place and time thereof by hand-bills posted in not less
than five public places in said town at least twenty days be-
fore the date thereof. The said election shall be held on the
first Monday of July, 1947, or as soon thereafter as may
be convenient. At the said election all persons qualified, as
prescribed in Section 3 of this sub-title, shall be entitled to
vote for Candidates for Commissioners having the necessary
qualifications as therein prescribed. Such Judges of Election
shall, before opening the polls, make oath before some Notary
Public in and for Wicomico County to permit every qualified
voter to vote, and none other, and otherwise truly and faith-
fully to perform the duties of their office. A majority of said
Judges shall have power to do all things committed unto
said Judges. Any vacancy in said Judges, caused by death
or otherwise, shall be filled by the remaining Judges.

5. The Commissioners shall within ten days after any
election for Commissioners meet and organize by choosing one
of their number to be President. Any vacancies occurring
in the office of Commissioners, either by death, removal from
the town, resignation, disqualification, or refusal to act as
Commissioner, shall be filled by the remaining Commis-
sioners by selecting some citizen of the said town, who
possesses the required qualifications of a Commissioner.
Such Commissioner so selected shall hold office for the unex-
pired term for which he shall be selected, as aforesaid, or
until his successor is duly elected and qualified.

7. The said Commissioners shall at least twenty days
prior to the holding of any election provided in Section 3 of
this sub-title, give notice that such election will be held
and the time and place thereof, by hand-bills posted in at
least five public places in the said town, and shall appoint
within said time three Judges of Election. Before opening
the polls such Judges of Election shall make oath before some
Notary Public of Wicomico County to permit every qualified
voter of said town to vote, and none other, and to truly and
faithfully perform the duties of their office. The hours for
such election shall be between four o'clock and eight o'clock
past noon. Voting may be held by written or printed bal-
lots. No registration shall be required to entitle any quali-
