(d) The State Board of Agriculture, through the State En-
tomologist, or its duly authorized officer or agent, is further
authorized and empowered to cooperate with other States
and with other State or Federal agencies in the determination
of the necessity for and in the employment of airplane dissem-
ination of insecticides, fungicides and bactericides, and in the
case of human diseases specifically the State Board of Agri-
culture is directed to cooperate with the State Department of
Health.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
3 of Chapter 533 of the Acts of the General Assembly of
Maryland of 1945, title "An Act to Incorporate the Town
of Pittsville, in Wicomico County, Maryland, and to confer
certain powers upon said municipality", relating to the
qualifications of voters and the election of Commissioners;
to repeal and re-enact, with amendments, Section 4 of said
Act relating to Judges of Election and Elections of Com-
missioners ; to repeal and re-enact, with amendments, Sec-
tion 5 of said Act relating to the organization of elected
Commissioners and vacancies occurring in the office of Com-
missioners; and to repeal and re-enact, with amendments,
Section 7 of said Act relating to elections of Commissioners
and registration of voters; and to repeal and re-enact, with
amendments, Section 14 of said Act increasing maximum
fines from Ten Dollars ($10.00) to Fifty Dollars ($50.00).
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 3, 4, 5, 7 and 14 of Chapter 533 of the
Acts of the General Assembly of Maryland of 1945, titled
"An Act to incorporate the Town of Pittsville, in Wicomico
County, Maryland, and to confer certain powers upon said
