practicable as elections for county officers under the Code of
Public General Laws of this State and upon closing the polls,
the said Committee shall canvass the votes and announce
publicly the result thereof. Separate tallies of the votes cast
in said referendum shall be kept for the voters of each dis-
trict. Upon the closing of the polls, the Supervisors of Elec-
tions shall count the votes and publically announce the re-
sult of the referendum. Within one week after said referen-
dum, the Supervisors of Elections shall make a certificate,
sworn to by each supervisor before a notary public, stating
the result of said referendum and the number of votes cast
for and the number of votes cast against incorporation in
each District. One such certificate shall be filed with the
Secretary of State of Maryland, and another such certificate
shall be filed among the records of said Town if the Charter
is adopted; but failure on the part of said Supervisors of
Elections to make or tile such certificate, shall in no wise
affect the validity of the referendum.

In the event that the majority of the votes cast in each
district are for incorporation, considering each district separ-
ately, this Act shall immediately become effective in its
entirety, and the Commissioners for said Town shall be seven
(7) in number elected as provided in this Act. In the event
that the majority of the votes cast in any two of the districts
as defined in this Act are for incorporation, considering the
vote in each district separate from the vote in each other
district, but the majority of the votes cast in the other one
district are against incorporation, then this Act shall imme-
diately become effective as to said two districts voting for
incorporation but shall be null and void as to the one district
voting against incorporation, and the boundaries of the Town
shall be the boundaries of those two districts voting for in-
corporation, and the Commissioners for said Town shall be
five (5) in number elected as provided in this Act. In the
event that the majority of the votes cast in any one of the
districts as defined in this Act are for incorporation, but the
majority of the votes cast in each of the other two districts
are against incorporation, considering the vote in each of
said two districts separately, then this Act shall be null and
void. In the event that a majority of the votes cast in each
of the three districts defined in this Act are against incor-
poration, considering each district separately, this Act shall
be null and void.

SEC. 27. And be it further enacted, That if this Act is
adopted under the referendum election provided for in Section
26, then the same Committee, with the same powers as are
